At the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) and the “SCO Plus” meeting in Bishkek, Chinese President Xi Jinping outlined a vision for the organization’s next decade of development. Celebrating 25 years since its founding, the SCO has expanded from six original members into a 27-country family across Asia, Europe, and Africa. Guided by the “Shanghai Spirit” of mutual trust and equality, the organization continues to champion regional stability, non-confrontation, and multipolar cooperation.

Addressing global geopolitical shifts, President Xi proposed four key priorities for the SCO: prioritizing shared development, fostering common security, deepening people-centered exchanges, and advancing equitable global governance. To support these goals, China announced concrete initiatives, including implementing 100 technological cooperation projects across SCO nations over the next three years, supporting the establishment of four SCO security centers, and founding a China-SCO basic education cooperation center to enhance regional connectivity.

SCO member states reaffirmed their commitment to the strategic framework established at the Tianjin summit, agreeing to carry forward the Shanghai Spirit while deepening ties in trade, technology, energy, and supply chain security. By improving institutional decision-making and empowering the Global South, the SCO aims to play a leading role in driving high-quality regional growth and building a community with a shared future for humanity.
