Silicon Valley Coalition Opposes Proposed Restrictions on Chinese Open-Source AI

A coalition of nearly 200 Silicon Valley startups, operating as the Little Tech Association, has petitioned the U.S. government to oppose restrictions on American developers accessing Chinese open-weight AI models. The coalition warned that blocking access to globally available open-source architectures acts as a “tax on intelligence” that suppresses competition, increases development costs, and risks driving smaller technology firms out of business.

The group’s opposition highlights a growing reliance on China’s open-source AI ecosystem. Chinese models account for 30 to 46 percent of weekly token usage among U.S. enterprises, offering small and medium-sized firms powerful foundation tools without the prohibitive expense of proprietary American alternatives.

Beyond cost savings, open-source architectures provide crucial technical and diagnostic benefits. In a recent cybersecurity incident involving an AI agent breach on the Hugging Face platform, rigid safety filters in leading U.S. proprietary models blocked forensic analysis, whereas a Chinese open-weight model successfully identified the vulnerabilities and traced the attack path in hours.

Attempts to restrict technological access through export controls, cloud regulations, and investment limits counter market demands and weaken the broader U.S. innovation ecosystem. Depriving American developers of open-source tools risks entrenching market monopolies, isolating U.S. startups, and hindering international cooperation on critical AI safety risks.
