China Strengthens Global AI Governance Through Openness and Cooperation

China is taking a comprehensive approach to global AI governance, promoting openness, safety, inclusiveness and international cooperation to ensure artificial intelligence benefits humanity.

At the 2026 World AI Conference and High-Level Meetings on Global AI Governance, Chinese President Xi Jinping called for joint efforts to build a fair and equitable global AI governance system. China maintains that AI development should remain people-centered and serve the common interests of humanity.

China has promoted open-source AI development to expand access to advanced technologies. The release of next-generation model Kimi K3, with 2.8 trillion parameters, further highlights the country’s growing contribution to the global open-source AI ecosystem.

At the same time, China emphasizes on AI safety and human control. Its Global AI Governance Initiative and AI safety governance frameworks promote risk assessment, stronger regulations, ethical standards and safeguards throughout AI development and application.

China is also expanding international cooperation. The establishment of the World AI Cooperation Organization, with 38 founding countries, provides a new platform for global coordination on AI governance. China has further announced AI training opportunities and cooperation programs aimed at supporting developing countries.

Through openness, mutual learning and shared development, China is seeking to help shape an AI governance framework that balances innovation with security and ensures the benefits of AI are more widely shared.
